Guernsey Electricity is looking to recruit a Commercial Project Manager to join our team in Guernsey. You will play a key role in prioritising and delivering sourcing activity across our supply chain. We are a multi-million pound company with c.500 active suppliers which leads to unique logistical and commercial sourcing challenges for an island based company. We need someone who is personable, professional and self-sufficient to work closely with our employees and suppliers to deliver a variety of projects through agreed sourcing methods and contracts.
 
There will also be an opportunity to get involved in shaping a variety of business process improvements during the implementation of our forthcoming Microsoft Dynamics 365 business system.

Key Responsibilities

  • 1.    Deliver an effective supply chain management service for GEL – this will involve sourcing and market testing suppliers using fair and transparent tender processes and providing a contract management resource to GEL to improve value for money from its supplier base (a varied range of contractors / suppliers of goods and services). 
    2.    Provide commercial common-sense advice and support to other employees on a decentralised basis so that they can manage suppliers themselves with some supervision for compliance with company policies.
    3.    To understand the GEL supply chain, help prioritise activity to reduce business risk and actively seek benefits (savings / cost avoidance / efficiencies etc).
    4.    Ensure that suppliers are sourced and managed in line with the GEL Procurement Policy and Procedures and monitor compliance.
    5.    Work closely with GEL teams (particularly Logistics) and liaise with suppliers on a regular basis to build relationships and ensure contract performance is met.
    6.    Assist with ongoing development of procurement systems and effective data analysis to ensure that GEL is fully aware of supplier spend and activity across the business and can plan future supplier engagements strategically.
    7.    Liaise with Accounts Payable to ensure that new supplier applications are processed. 
    8.    To undertake other duties as necessary within the Finance & Procurement Department.
    9.    Be aware of and comply with local legislation, specifically Health & Safety, Equal Opportunities and Data Protection (advice and training will be given where required)
    10.  Demonstrate the core values and behaviours of GEL and assist with the ongoing development of a high performing organisation.

Skills, Knowledge & Expertise

  • Direct experience of working in supply chain management (ideally market testing using public/private sector tenders and performance management of contracted suppliers) 
  • Good communication skills and common-sense approach
  •  Able to develop professional relationships 
  •  Flexible outlook and able to see the bigger picture (commercially aware) 
  • Strong numeracy and written English skills 
  • Good negotiator
  • Analytical and organised (ideally with project management experience) 
  • Familiar with mainstream IT (e.g. Microsoft and financial software such as Dynamics / SAP / SAGE etc.)
  • Self-motivated with the ability to work independently and with minimal supervision
  • General business awareness of GEL, its functions, relationships and key challenges
  • Degree educated and/or professionally qualified 
  • Willingness to undertake further training if required (systems and business applications)
