To own all key data in the Business ensuring that it is relevant, reliable and compliant to drive business performance.
 
The role involves analysing and making use of the data in helping GEL to carry out its business plans and ensure that we fulfil our compliance obligations.

Key Responsibilities

  1. Owner-manager ensuring the relevance, reliability and compliance of all GEL data
  2. Drives data quality providing decision support to maximise business commercial advantage
  3. Acts as the Data Protection Officer
  4. To understand and apply all relevant legislation, regulations, directives
  5. To ensure the quality of master data in key systems, as well as, development and documentation of processes with other functional data owners to support ongoing maintenance and data integrity.

  7. Works closely with the ELT, IT, HR business Data Stream Owners (“DSOs) and the wider business to ensure GDPR compliance
  8. Responsible for all methodological, process, policies and procedures around data collection, processing and exploitation
  9. Defines and implements Data Strategy including data warehouse options 
  10. Drives information, accountability and standardization to all GEL employees about their obligations to comply with the GDPR and other data protection laws
  11. Responsible for monitoring compliance with the GDPR and other data protection laws, and with data protection polices, including managing internal data protection activities; raising awareness of data protection issues, training staff and conducting internal audits;
  12. Manages the process to advise on, and to monitor, data protection impact assessments 
  13. Acts as a SPOC to cooperate and co-ordinate with the supervisory authority and individuals whose data is processed
  14. Participates in special projects when deemed necessary

Skills, Knowledge & Expertise

  • Bachelor’s degree in Computer Science, Information Technology or equivalent, together with a minimum of 5 years experience in database management, including expertise regarding data models, database design development, data mining and segmentation techniques
  • A self-starting professional with a passion for data
  •  A strong knowledge of and experience with reporting packages, databases and programming
  •  Knowledge of statistics and experience using statistical packages for analysing data sets
  • Strong analytical skills with the ability to collect, organise, analyse and disseminate significant amounts of information with attention to detail and accuracy
  • Adept at queries, report writing and presentation of findings
  • Excellent knowledge and understanding of Guernsey data protection law and a good understanding of relevant local legislation, regulations and directives.
  • Highly developed commercial acumen and an ability to communicate effectively at all levels.
  • Ability to balance acting as a trusted partner and gatekeeper whilst looking for opportunities to exploit data
  • Excellent computer and business solution software skills
  • Good analytical and problem solving skills
    Experience working with information security practices and protocols.

It is the sole provider of electrical energy in Guernsey and is wholly owned by the island’s government, combining the importation of electricity with local power generation and distribution.
