It is the sole provider of electrical energy in Guernsey and is wholly owned by the island’s government, combining the importation of electricity with local power generation and distribution. It also undertakes electrical contracting and retailing and is a partner in a joint venture which operates the transmission company connecting the Channel Islands to France. To manage the statutory and regulatory financial reporting of the Company ensuring compliance with statutory and legal obligations, and to ensure financial risks are managed through application of effective internal controls.   This role is for a 12 month period.

Key Responsibilities

  1. To ensure proper accounting procedures are correctly applied in order to meet statutory, regulatory and management accounting requirements as set out by law, standards and best practices.
  2. To prepare both statutory and regulatory accounts for submission to relevant authorities and for publication as required. 
  3. To act as the key contact for external auditors during statutory audit process. 
  4. Ensure the accurate recording of accounting transactions and integrity of the accounting system including control of the period end closures and management of the balance sheet codes on the General Ledger to ensure they are complete and accurate. 
  5. Ensure best practice financial control is maintained at all times and assist with the management of relevant associated risks.  Manages and ensures the integrity of accounting and associate processes underpinning the reporting of results under applicable UK Accounting Standards. 
  6. Develop and document business processes and accounting policies to support Company goals and aims. 
  7. Acts as an expert advisor and resource on the identification and implementation of accounting treatments and options available under UK Accounting Standards.  
  8. To prepare all cash flow statements for the Company, ranging from daily to medium term projections and provide direct support for the daily treasury function. 
  9. To assist in the production of the annual plan/rolling forecasts and submit input in a timely, accurate and appropriate manner.
  10. To assist the Head of Finance and Procurement with the development of the Company hedging strategy and to monitor the Company’s hedging requirements, obtain quotations and execute trades according to the hedging policy. 
  11. To manage the administration of the Company bank accounts and ensure compliance reporting requirements are met in accordance with debt financing arrangements. 
  12. To carry out ad hoc financial projects as required. 
  13. Such other duties as may be allocated, and interchange of duties as required. 
  14. Be aware of and comply with local legislation, specifically related to Health & Safety, Equal Opportunities and Data Protection.

Skills, Knowledge & Expertise

  • Must be a qualified accountant (ACA, ACCA, CIMA) with 5 years+ PQE preferably in a similar role in a commercial accounting environment
  • A detailed understanding of the latest accounting standards, local company law and local taxation rules together with their application to Guernsey Electricity and its subsidiaries
  • Ability to effectively manage financial risks
  • A minimum of intermediate or advanced skills in Microsoft Excel, PowerPoint and Word
  • Experience of computerised ledger accounting systems
  • Ability to communicate effectively with directors, management and staff at all levels
